Someone asked this question recently and in typical FEAR fashion my reply got a bit long, So I decided to turn it into a thread instead. Enjoy!
First Off
Few thing you need to understand is that Tobirama was the one who created the Uchiha Police and most other important groups within Konoha, like the Academy and the Council. But when he did this he had something specific in mind:
And that specific ideology was Democracy. Now within our Democracy, by our I mean America, we have 3 branches of Government which act to check and balance each other. The 3 branches are as follows:
Executive Branch (President) - Who acts as the figurehead of the country and deals with foreign affairs as well as having political power. This relates to the Hokage
Legislative Branch (Congress/Senate) - They create, Amend and destroy laws as they see fit, this is the most powerful part of goverment hence why each house is composed of over 100 people, with motions requiring 2/3's vote. The idea behind this is that you can corrupt 1 guy, you can buy off 2 guys, but you cant buy off 100. This relates to the Konoha elders council (Or Upper Echelon) [
Judicial Branch (Judges/Police) - These are the people who carry out the law and enforce the law, and this relates to the Uchiha Police.
Now as you may know the Judicial branch only has the power to do 1 thing and that is Enforce the law. But they have no power in making the law, changing the law, or causing any significant change in how Konoha is run. They are basically glorified Hall Monitors. The Uchiha clan realized this:
But even more importantly is the fact that they were seperate from the village, their Clan was located more towards the prison head quarters which itself was near the prison, and thus they were excluded from the village.

Just to Re-itterate
- They had no political power what so ever
- They were secluded from the village
- Being the police the villagers began to resent them
- Not to mention that they began to think too highly of themselves
- They were pretty much at the beck and call of the Village higher ups as they enforce the laws and the village higher ups make the laws.
- They still were not trusted by the Village higher ups who kept a eye on them.
Conclusion
I dont blame them, I would have rebelled too under those conditions. Its a classic case of Great Plan; Poor Execution. There's just one thing they didnt calculate:

Im sure he had good intentions, but you know the saying "The road to hell is paved with good intentions." I wouldnt say he didnt know what he was doing when he specifically made them the Police, but I dont think he knew it would result in them being destroyed. I think he just wanted to put them in a place where their skills would be put to good use but at the same time not allow them to run amuck.Wow. Good thread.
