To me a villain is some who manipulate other into doing his biding like lexluthor.Black Zestu although he is not strong,he was able to manipulate all the strong into helping him revive Kaguya

He was considered villain for a long time which I liked that phase of him that's why I added him.

He had his own style , was unpredictable , appeared out of nowhere and thought things really through.

Madara's badass consisted of not giving a damn and using sheer power to annihilate the enemy.

this is just my opinion but tobi was really badass and a very entertaining villian, and madara was always entertaining to watch but for me he was showoff instead of a villian
