I was considering whether to put Chernabog in but I didn't think anybody would know who it is :')
Fantasia right? I mean- technically he is the best disney villain as he's basically just satan...

My vote goes to Maleficent. Like the other member pointed out above, she's evil for the fun of it, without having anything specific to gain like all the others do.
Devil incarnate, amazing character & looks. When I was a kid the scene where she lures Beauty towards the tower was giving me the creeps.

Scar, without a doubt in my mind. What other villain (played by the awesome Jeremy Irons) carried himself, with dignity, panache, and a flair for the dramatics like Scar? Plus, he's a lion with an army of Hyenas as his disposal. Can't compete against that. Lastly, Scar has contributed to mankind, one of the best moments in animated movie history, that coincidentally, makes for a good gif. Long Live the King.
