That depends on what you call a villain. One of the many reasons as why OP is so good is because Oda doesn't place his characters in a good vs bad context. Is Sakazuki now a good or a bad guy? He is a marine that fights for justice, but is merciless. Is Trafalgar a good or a bad guy? So far he has been acting quite as friend towards the Strawhats, but he has a reputation for being extremely cruel, which was proven by him obtaining the Shichibukai title for giving the hearts of a 100 pirates. Is Crocodile now a good or a bad guy? He first nearly kills Luffy and his friends several time, then he helps Luffy with his brother, even saving him from Akainu. Is Smoker a bad guy? He has been chasing Luffy since Loguetown, still he helped him on several occasions.
