Fastest when it comes to regular speed

There is no such thing as regular speed. If by that you mean no jutsu help therefore shunshin/raiton/chakra shroud then its between lee and gai, because of their fighting style which has allowed them to train their body to ridiculous levels. Example lee cannot use ninjutsu, yet when he took off his weights did we see what the definition of pure speed without any ninjutsu help is about
If you take away teleportation then its;
1. Bm naruto
2. A v2
3. 7 gates gai
4. Shisui/Minato
5. Minato/shisui
The top 3 im right about. As for Shusi and Minato we dont know because we dont know enough of shisui. However minato got his nickname from ftg. Shisui got his from shunshin, therefore if we were to compare their shunshin, though shisui hasnt shown any feats, due to mastery of this art which gave him the nickname, he takes 4th

As long as they travel on their feet in tradicional way its regular speed for me.
Frankly, even A is faster than him, let alone current Naruto.

Fair enough. Just that sometimes when people talk about base speed. Im not sure if they mean raiton/shunsin/chakra shroud or whether they mean no jutsu whatsoever therefore the answer differs accordingly
