This, however I'd put Gai above JJ Madara.

Currently, Naruto is the fastest. Easily.

Naruto became comparable to Minato(through the Raikage's own words) the moment he gained KCM and was mistaken for Minato(by Kakashi) when he gained BSM. I'm 100% sure he's faster than Minato if he'd gotten 2 upgrades since then.

1.Tobi/Obito/Kakashi (so fast that kaguya wasn't able to notice kamui's speed).
2. Kaguya
3. Sasuke
4. Minato/Tobirama (ftg)
5. Gai

Jubi jinchuurikis/Ohtutsuki would be next to Kaguya in speed.
