OK, Minato can be considered the fastest in a way since his kunai aren't limited to range, and his reflexes enable him to react to even 8th gate Guy's speed and the truth-seeking orbs. However, the lines for the fastest are being blurred.
Excluding Minato, Sasuke is the fastest in CQB due to his teleportation. Guy's obviously the fastest when it comes to running speed, probably followed by Naruto and Madara.
