there are a lot more in the dark guilds who I'd say shpuld be up there, (brain, midnight, bluenote) but theres always someone in fairy tail out of the main crew that takes em out after they've made them seem so strong

i know there are others like bluenote and brain but by now they just dont seem to fit in the top 10 (still very high up though), also not sure about jose he was very strong but than fairy law finished it too quickly to really see his power, mavis could be the 2nd and theres also the question of how powerful hades is without the heart
