Yea, I do agree with your groupings, if you look at them in tiers like that I think you just about nailed it. Although I believe Gildarts is right up there with Hades. And I would switch Sting/Rogue out for Erza.

Man I'm just listing who i think are top 10. We haven't seen Ultear actually fight since before the timeskip, but we have seen Erza fight. Erza is strong, and as far as i can think in terms of power she can beat Ultear.

Since all the characters named would have owned Shadow Rouge I didn't mention ISD Gajeel. LDF Natsu currently hasn't eat anyone of the Status of those characters. Ultear just doesn't make the ist because she hasn't shown anything impressive fighting wise.
