It is moving a bit slowly as compared to other spin-offs but this is only the second chapter and I think things will pick up from here.
I also feel Shiyu is going to be the antagonist or related to the events of dragons appearing and people disappearing, it sounds cliché but might be true.

Its a bit early imo to start truly rating and reviewing these chapters, so for now I'll keep giving 4/5. Overall it was good

Ok chapter, with 37 page's they could at least speed the chapters pace. The dragons treasure could be a Dragon Lacrima , if so we could see how 2nd generation dragon slayers get their powers, maybe they need to sacrifice first generation Dragon Slayers.

It is said that Dragon's Treasure has the ability to grant Wishes in Chapter 3 according to Shiyu.I doubt it is a Lacrima but it may change in next chapters.

Also....Mangapanda Picked up the Fairy Tail Blue Mistral manga but they only started to translate from chapter 6.What about chapter 4,5 ?Lel it's been 2 months since KonanshaUSA licensed the English version for Blue Mistral.
