Fair to Say Omoi is the Most Developed Side Character From Another Village?

Omoi is a good character to the series he's a ninja not from Konoha and not very high ranking either(he's obviously the standout from Team Karui but with: Killer Bee, Darui, Cee(kinda, he is a bodyguard), Ay, being the big names from Kumogakure and with side characters not getting a whole lot of development it is nice to see. Also take into account Gaara, Temari, Kankuro don't count since they've obviously grown alot over the series.

Darui isn't a side character from Kumogakure he's the 4th most important with: Ay, Bee, 3rd Raikage and the 3rd most important alive and he was a commander he isn't a side character from Kumogakure he's a main character from that village

I don't know. I would consider Gaara to be a side character. Even Obito, Minato, Kushina, Bee, Kakashi are technically side characters. Naruto is the true main character. Omoi is pretty underrated though. I like him a lot.

If your not a Main Character then you are a support character. All other characters in naruto outside of the main characters of the various arcs are support characters.
Example:
Mist Village are
Main Characters: Kakashi, Zabuza, Haku, Naruto, Sasuke, Sakura
Support Characters: The ninja that poisoned naruto, the old man that build the bridge, the guy that hired zabuza....

So currently the main characters are
Naruto, Sasuke, Kakashi, Sakura, Kaguya, the 5 Kage.
Everyone else, is a support character, even my favorite female character hinata.
