But Obito was hiding in the shadows all along so excluding Obito.
Back to the starting Akatsuki before Sasori died he was the second strongest.

He just does not have great leaderships skills. When anyone ask him a question from Kisame to others he avoids it or answer in the way he likes. Pain on the other hand directs and give commands out.

I am known to use Anime because anime is cannon to me and used like an extended fight scene.
But fillers and movies kind of go different ways.

But yea that movie it shows his leadership skills plus in the anime

you have to think Itachi fought two Akatsuki and they submitted to his skills (kisame and artist D) he got one member booted out (Oro) and he got one to join (artist D).

In this clip the other two (kisame and Sasori respected him saying he got this) Sasori as you see always asking questions looking for Itachi approval. At the end Artist D even said he was intimated by his abilities. The other two not shown Hidan is kakuzu fodder because he can not die. Konnan stays by Pain side as a loyal so her fighting him (who you think would win) and then Zetsu was always impress with Itachi fighting style when he was fighting Sasuke. Obito already told Zetsu he was not a fighter.


So yes he was the second strongest.
