The eyes are indeed Bijuu but only due to being able to control or surprass Bijuu from using it's chakra.

Once Bijuu unleashes TBB Eye user is in deep shit without S/T or casting Genjutsu on Bijuu in time.

Unless you want to argue that 1 tomoe kid sasuke > kurama, no, eyeʻs are not > bijuu.

Eyes CAN be > bijuu, it all depends on what eye, whoʻs using the eye and what bijuu and/or whoʻs using the bijuu.
