The databook is momentarily outdated. The entailing identified characteristics are eminently lacking the depth that the present manga encompasses. Once released, the databook yields all information up to that point, nothing further: it does not feature any of the author’s modifications—which are why additional books are released.
You can view this in the first databook, which describes Hashirama Senju infamous ability
Mokuton as a Secret Technique or

Susano’o in the third databook also claims that the general
Susano’o in is equipped with both sacred weapons[

]. However, while the databook kept this information, the author changed what
Mokuton was, and
Susano’o.
Mokuton is now a
Kekkei Genkai of Hashirama and neither Sasuke’s
(prior to transplant) or Madara’s
Susano’o wield
The Sword of Totsuka or
The Mirror of Yata; thus rendering a time where the databook
is outdated when compared to the moving manga. A manga that is subject to Masashi’s alterations at any moment and will display those alterations in the story, something the current databook cannot do. This the same case with the
Mangekyō Sharingan.[

As the reader you must ask yourself, why did Masashi bother to name it, specifically after the Shinto Fire God
Kagutsuchi? All the
Mangekyō abilities are named after Shinto Gods,
Amaterasu,
Tsukuyomi,
Kamui, and
Susano’o. So what makes
Kagutsuchi different? These readers who have failed to recognize this as Sasuke’s second
Mangekyō power are the readers who have ultimately failed to discern what the author was displaying to the readers. The author was utilizing the
Mangekyō as an entrance to exhibit these three exclusive techniques. They exist to make the
Mangekyō more effulgent than the
Sharingan, and illustrate that the Mangekyō is the more elevated dōjutsu.
Danzōu’s statement is purely his reaction or testament to Sasuke being Itachi’s brother; he compared them when Sasuke exercised
Amaterasu as well[

]. Furthermore, Danzōu’s line is a continuation from the preceding back page, the object in mention is a Genjutsu, a pure
Mangekyō Genjutsu that Danzōu is comparing to
Tsukuyomi. This Genjutsu lacked Tsukuyomi’s defining characteristic:
time manipulation. Genjutsu typically involves real time hours—days’ worth of mental stimulating to break an individual's mental resilience[

Tsukuyomi subjugates time, and compresses it to a tangible diminutive second; it is capable of instantly inflicting lasting mental damage that is substantial enough for its victims to eventually end up comatose. That's why it's been called the strongest Genjutsu, and why it can only be dispelled by a skilled, true
Sharingan successor. Tsukuyomi is not Tsukuyomi without the ability to compress and control the direction of days into mere instants; therefore if argued as inferior due to lacking those qualities, than it simply isn’t Tsukuyomi. Sasuke’s second
Mangekyō power is Kagutsuchi.[

For miscellaneous reasons, it should be understood that Sasuke exercised

on Killer Bee not Tsukuyomi—which is a predominantly powerful type of Binding Genjutsu that both Itachi and Sasuke have cast from their
Sharingan in the past but have differing aesthetics[
