They are at same level , like Tsukuyomi and Amaterasu , saying that Izanagi REQUIRES Senju DNA is like saying that Amaterasu requires Senju DNA and Tsukuyomi not or vice versa.

Both the jutsus Izanagi and Izanami are different jutsus but Izanami is used to stop Izanagi's endless use. And Both the jutsus are pure Uchiha techniques.

Unless they became Kinjutsu when he was alive, but then again why would a missing-nin follow the rules of the clan.

madara doesn't need to use izanagi, since he is an edo tensie. However, if Sasuke can use those powers without going blind then he has just become ridiculously overpowered. Hopefully, at the very least, it would cause temporary blindness.

The manga states that overuse of Mangekyo Sharingan leads to blindness. Whereas if someone wields an EMS then he can spam Mangekyo techniques endless times. The person won't go blind. This, going blindness thing, is a slow process.
On the other hand, Izanagi/Izanami are Uchiha techniques and these techniques can be used by the Uchihas who does not wield MS. And the use of this cost the eye which casts one of these jutsu. The person loses the eye and its light. And this is an instant process.

You also need to remember that Tobi isn't exactly the most honest person ever...

Sasuke NEEDS Izanagi without the permablind drawback in order to compete with Naruto, at the moment he would just get stomped (going by what we have seen so far), so temporary blindness with slow recovery would seem more fair as to prevent him from going >>Naruto or <<Naruto

I think you forgot that Tobi mentioned the reason why the use of Senju DNA was needed.

Tobi clarified at the Kage Summit that Senju DNA allowed Danzo to amplify the length of his Izanagi.
