With deva restricted and full knowledge, Jiraiya can definitely win. With Deva at full power, it would require Jiraiya to hide out while the toads channel the song. If the song succeeds on all 6, Jiraiya obviously wins.

However, even with full knowledge and killing all 6, Jiraiya would not reliably be able to pinpoint Pain's real body. At which point, the battle would reset when pain gets new bodies.
