Theres this misconception thats been present since debating in Naruto vs since its inception. The misconception being that if two characters have an equal score in a select category that the mentioned characters are equal in that regard. This is false, to an extent. I'll be showing you how comparing two Shinobi via their databook scores is not recomend in certain cases.
First Case; Speed
The best instance to show you in regard to speed is Sasuke vs Deidara. They have equal scores in speed, 4.5s respectively. Yet Sasuke on numourous occasions put Deidara on the run [

]. Showcasing that Sasuke is much faster than Deidara; which the latter mentions [

]Take note that Sasuke used Shunshin to advance towards Deidara. While Shunshin is an essential part of a characters speed. Its is a Ninjutsu, and therefore not accounted for in the characters speed score.
Second Case; Strength
By the same token, Strength is measured in its un-augmented state in the Databook.
Sakura in the Databook, rates a 3 out 5. Whilst Naruto and Sasuke have 3.5s. While its quite clear that Naruto considers Sakura physically stronger than him [

] nor has Naruto or Sasuke shown any feats that put them anywhere close to when Sakura used Ōkashō. The reason being is that Ōkashō uses augmented chakra enhanced strength, which again, is considered Ninjutsu. Conclusion:
Using Databook scores as a means of comparing characters is unreliable as the databook only uses unenhanced base scores for strength and speed. Modes such as RM, SM, or BM arent accounted for in them. They also don't account for Sharingan or anything else that isn't their own muscle strength or leg speed.
