Yes, It's a basic concept. Large volumes of water are needed to put out massive fires. You're the only person here who puts on a forest fire with a bucket. Tobirama aint got the suiton feats and kage bushin have already been claimed to be fodder by madara

I'm not arguing whether he could match Katon with Suiton, but whether he's actually going to waste chakra to do it.

The suiton would be bigger, way bigger. If all Tobirama had was that suiton with that size, he would be toast. Use power scaling. The Tobirama that used that jutsu was barely even powered. It would be way bigger if he was alive.

Hashirama never had killing intent towards Madara from my understanding though. But to each his own. I don't think Tobirama beats EMS Madara + Kyuubi, but pushes him to high diff due to portrayal. I think Tobirama beats EMS Madara without Kyuubi though.

It requires more chakra to control the beast with eye power alone, so you limit your techniques.
