we are talking about that one genjutsu. check that page on the wikia it clearly says (anime only) anime isn't as important as manga so that genjutsu wasn't used by tobirama I don't know about any other
he did use susano and amaterasu he has them nothing else matters

it takes time to do the first summoning.
if he hadn't done this rituel in first place he cannot revive anyone
kabuto and orochimaru both did it beforehand therefore they could use it quickly
if you say that "tobirama prepares fpr battle and then ambushes sasuke" it's ok. aside from that he cannot use it in the middle of the battle
