Gaara obviously has the best defense in Naruto. If you are talking about speed, there are several places where Gaara's sand has displayed high speed levels.
1. When he blocked amaterasu.
2. When he saved sasuke, this I want to expand on.

From the above scans, Gaara did not even enter the scene when Raikage was seconds from killing Sasuke, from the scans you will even see that raikage's trousers almost touch the amaterasu. That was when Gaara started to send his sand towards them and was able to block the raikage before his trouser even caught fire. There are many other places that show his sand's speed especially when it comes to defending.

If you read his fight with deidara well, it took him seconds to bring up large amounts of sand both aat the beginning of the fight and when he blocked c3.

If Gaara can do that in a grassy plain then he would do more on a rocky area because more earth is available to him.

Regardless, he still needs to be able to amass enough sand (Whether it be from his gourd or from the ground) before the arrow hits. If Kakashi and Danzo couldn't physically react, the second option is out of the window, and depends on if Gaara can get enough sand out his gourd before the arrow hits him (Which most likely isnt happening) to be able to block it. If he can't then he obviously dies.

The moment Sasuke catches view of Gaara, Amaterasu lights him up.

i am talking about the speed feat.the bomb was alreay exploding when he brought all that sand and blocked it,if he can react to that bomb,he can react to an arrow+it's not going to be any differemt here,seeing as the place would become a desert.
Sasuke's arrows got stuck in a pillar,they are not bothering gaara's defences
madara's sword alredy failed,and there were 5 susanoos,sasuke's sword would do nothing,enton already failed.

when was the last time you saw gaara use handsigns for defence?,he dosent,yea it is faster than handsigns,however,shinobi who dont need to use handsigns for a jutsus can counter it,eg kamui(kakashi),moukton(danzo),chakra rods(tobi). The same thing applies to gaara,he dosent need handsigns.
He brought all that sand up and compressed it the second the bomb blew up,thats a top class reaction feat,no one even saw the sand move.
What's the difference?there will be sand everywhere here too.

gaara dosent need to dodge,sand sphere means no ama on him,and even if ama hits him,he just sheds his sand armour.
