Thats just PS un-stabilized.

No... it's when he stabilizes the chakra that it actually becomes PS, otherwise we may as well call Itachi and Sasuke's V4's ''un-stabilized PS'', too. Madara even says ''not yet'', implying that isn't PS.

I used to believe the same thing, but his V4 Susano'o has similar characteristics to Sasuke's, most noticeable feature is the beak and the visible scales on his Susano'o's armor. He merely Stabilizes his Chakra in order to form his Perfect Susano'o.
