Thats your problem is believing shockwave created wind. Just looks how the shockwave cuts mountains. Does the top get blown away from right after from the current? No because Shockwaves doesn't produce spread wind currents. The energy is focus the cuts it produces. Debris wouldnt be a problem since he can predict that from happening. While he is dodging the Genjutsu will be prepared
