One needs either a continuous attack(Konan's Jutsu) or multiple fast attacks(Yasaka Magata) up to five minutes to successfully hit Obito.

Who is stronger?

Madara can counter long range Kamui with his Susanoo.

Obito also can counter most of Madara's attacks with his Kamui.

If Obito tries to use short range Kamui,Madara can use ribcage
Susano,so Obito will have to absorb that first.

Madara can use Yasaka Magatama at least for five minutes so
even if Obito use Kamui he will have to materialize after the five minutes
and he won't be able to defend against Yasaka Magatama.

And that's why i think EMS Madara>or=double MS Obito.
