Itachi wanted Sasuke to have his eyes. If Itachi didn't want Sasuke to have the EMS, he wouldn't told him about it. Itachi didn't want Sasuke to know about the darkness in the Uchiha, so he did not tell Sasuke. Itachi knew Sasuke was going implant them. Every and anything to do with the Uchiha Clan, Sasuke has rights to.

EMS is not borrowed power. By no means do Itachi expect his eyes back. So why we address the EMS as "borrowed" power?
