I was sent to Rukon district #4 as well. It's really nice. Nice people, cool people, it's close to he shinigami academy. Awesome food, nice houses, and perfect weather. Almost anything a person could ask for.
So, you need to register at the Shinigami Academy, but for now, rest. Get to know these people. And don't buy anything from Old man Oshuma. He's a rip off artist.
