V1 Juubi is easily bigger than PS Shinsuusenju etc. Gai has no large scale attacks. Further move the juubi can regenerate and throw off it's limbs plus it can't die. Gai has absolutely no chance in hell of even coming close to stopping the Juubi.

Madara didn't even lose half of his body after being hit with Gai strongest tech. The Juubi would probably have a small creator in it's body like how it did the God Tree. Juubi slaughters that clown.

hard question as juubi didnt show all that much before turning into its stronger forms.
by feats gai is more impressive.
and jins are stated as stronger than the juubi. but with a human body rather than bijuu body
