No Tsunade would be at full Chakra + Have Byakugou. THey only Summoned 10% because that was all that was needed to cover the alliance.
Tsunade has more than enough chakra in her byakugou to summon full Katsuyu. How many times did Sakura spam Obito's jutsu with her seal after healing the shinobi alliance twice?
