Nobody knows how long it takes for him to form rainclouds... he uses the jutsu weekly in Amegakure, it could have hellacious prep time for all we know. Best not to be used in terms of debating unless he is given prep time.

I wouldn't say that Nagato easily reacts to the third as does Itachi unless you're saying lightened which even then is questionable.

If Nagato has CST though this becomes a stomp, also how far does the clams mist go exactly?

Lightened Raikage easily easily has the speed to blitz Nagato and can even fly with Muu. With the clams Genjutsu though it doesn't matter, his base strength is easily enough kill Nagato when he can't react with Asura Path
