What skill set?
His 2 suitons and massive hype?
It's easily something like:
1. Hashirama
2. Madara
3. Minato
4. Obito pre Juubi due to lack of feats
5. Naruto
6. Nagato
7. Kakashi
8. Kabuto
9. Bee
10. Gai/Ay/Onoki whomever. Rock paper scissors.
Hiraishingiri. Solos alot of people.
I won't even mention his Suiton's because he was an Edo who was not even near full power at the time.Nagato cannot counter PS Sword Slash. The slash was devistating. Naruto has way to much chakra for the Preta Path to absorb, and once the Preta Path starts absorbing a TBB, Naruto could kill Nagato while he is absorbing the TBB. How does Nagato defeat Naruto or Madara?

UMM.. Raikage speed with one handed Water Dragons as strong as kakashi and zabuzas and on a hot day.. top tier char, but not top 10 material.

Bijuu Dama and Kokuhou get preta path.. that gives nagato enough reserves to pull off a Chou Shinra Tensei, PS = Full Kurama in size and full kurama is not the width of Konohagakure, Chou Shinra and Chibaku can definitely solo. Also, madara doesn't even begin the fight with PS, he toys with and then decides to stop playing.. the fact that Nagato took 3 people over the level of kage at low diff and chibaku tensei requires 3 non-fullkurama bijuu dama level attacks to break proves he's the highest tier and as i said on a colossal scaleHiraishingiri. Solos alot of people.

Neither is true. Izuna was blind.
Tobirama stated hiraishingiri paled in comparison to minato's Hiraishin level 2, meaning his speed is raikage level or somewhat slower/faster.

And no, Tobirama said Minato's shunshin/teleportation is above his, he never meantioned hiraishingiri.
There's no proof hiraishingiri is even a S/T jutsu. if you look at the way he holds his blade, it is impossible to stab someone via teleportation like that.

Well, he said "My shunshin" when referring to it.. so this is very plausible unless he didn't throw the blade but that'd be retarded :|
Also, it was stated Izuna continously fought even when blind until his death, Izuna died right there so therefore he was blind.
On another note, he said when the other kages entered "My shunshin pales in comparison to yours, fourth.."

oro's only edo is tobirama..... Hiruzen is alive he cant control hashirama and minato is on the other team.
As an edo tobi is rather featless. Two clones, two water techs? low jonin level
