I'm not sure. I would say Tobi since he could warp himself inside Susanoo right behind Itachi and if he has Rinnegan, use Human Path. If he doesn't, then I can't think of any other way other than warping Itachi himself into his pocket dimension.

I guess Itachi could catch him under genjutsu but I don't really know how skilled Tobi is in genjutsu so I don't know whether he could break out of genjutsu at Itachi's caliber or not. Itachi's only chance here would be Genjutsu, if it works, or Tsukyomi, if Tobi happens to look into Itachi's eyes before he warps behind him.

he knows Tsukuyomi so he wont make eye contact if he can break it.

Well, if Minato can beat pre rinnegan Tobi, I'd say that Itachi can do it too.

Well I actually think that the outcome of Minato versus Tobi battle could end up either way. If Tobi would've stayed intangible when Minato used his Rasengan then it would have just wasted Minato's chakra. Tobi pretty much got overconfident and thought he was about to grab Minato completely forgetting about the kunai that had just phased through him. After he got hit is when he realized his mistake and noticed that Minato had jumped to the Kunai behind him.

If they were to fight again, I wouldn't really say that it would have the same outcome. Not to mention, Tobi didn't even attempt genjutsu. If he was the one controlling Yagura, then i would assume he has experience in Genjutsu. To me, Tobi>< Minato before the Rinnegan.

Minato and Itachi aren't the same person so saying that if Minato beat Tobi once, then Itachi could do it doesn't mean anything. Itachi doesn't have FTG to do what Minato did.
