1. Itachi can't and he never will be able to use Izanagi.
2. We don't know what Izanami can do and if Itachi is really able to use it.
3. Tsukuyomi has no use to Madara since he has it hismelf, plus he's the strongest Uchiha of all time.
4. Madara has Eternal Mangekyo sharingan, which gives Susanoo, Amaterasu, Tsukuyomi.
5. Madara has Rinnegan, which gives paths and alot of unknown abilities ( Also it might give good sealing ones ).
6. Madara obtained some of Hashi powers himself not being an Edo.
7. Madara can use Izanagi.
8. Madara is the strongest Uchiha of all time.
Izanagi, Tsukuyomi, Amaterasu, Susanoo, Rinnegan, EMS >> MS, Susanoo, tsukuyomi, amaterasu, legend items. ( All of this cause itachi side effects ).
Don't give that shit that Madara doesn't know any sealing abilities, Uzumaki lived during Madaras era.
Living Madara - All his abilities, Edo Itachi - All his abilities, not including Izanagi which he can't afford himself and Izanami.. Who don't know anything about it lol.
