So you're saying that conjuring Susanoo takes less than 1/1000th of a second? And Itachi conjured ribcage Susanoo. It takes his Final Susanoo for Itachi's sword.

And Nagato can use Chibaku Tensei in that time period

I think the condition of Edo mostly helps Itachi in this Matchup, firs because his sealing method is better than Nagato's and his only drawback is now gone(chakra reserves and illness), i think Itachi has the upper hand.

Itachi's an Edo, he's not dying from Chibaku Tensei. Using Chibaku Tensei against Itachi would put Nagato just in the same situation as against Itachi and the Jinchuriki, when Itachi blitzed him with Totsukas sword from within the dust cloud. And seriously, what Shinra Tensei will do to Itachi when deflecting Totsukas blade? In order to push away Susanoo, Nagato will need a stronger force, still not being able to harm Itachi as he's inside Susanoo and will eventually even protect himself with Yatas mirror, before definitely blitzing Nagato, as latters Shinra Tensei is followed by an interval.
