It's even said in the manga that itachi was invincible! (Zetsu said it himself) the only reason itachi died was due to illness. Him as an edo that truly wants to fight would destroy all in the series with his yata mirror (Blocks all attacks) and sword of totsuka (Sealing sword that cant be blocked)

Tobi has to be tangible when he does jutsu or try to harm others which for him would be a bad idea to fight itachi especially since amaterasu seems to work really well at keeping tobi away

Also as for the post above me regarding s06p. Why would you use a meteor against an edo? why would any one use any type of destruction jutsu vs an edo lol. The point is to seal them which when it comes to sealing itachi has the best sealing tech in the series.

Also let me clarify I was comparing itachi to everyone that isnt SO6P. Its quite obvious that no one could beat the SO6P but honestly he seems like a peaceful and humble person like itachi.

if they had not met, he would be still under kabutos controll.
