Madara said the power wasn't apart of Kabuto's creation as it's origins has nothing to do with kabuto.
Has the Sage ever used the technique?
According to kabuto a non-uchiha who formulates hypothesis based on research and has had statements proven wrong on many occasions
"it is a fragment of his power" According to the uchiha stone Tablet, written by the Rikudo Sennin during his live story "No such thing was ever done by the sage". You may deduct which is more credible.
The Sharingan's origins lies with the Juubi not the Sage of six paths as it is evident that it originally belonged to the juubi. It is also evident that some external interference brought about the sharingan (mostlikely the juubi). My reasoning is given such that:
Rinnegan - Yang half = EMS
but
Jinchuriki Rikudo's Rinnegan - Yang half = Elder sons doujutsu (mutated Rinnegan which later watered down to the sharingan)
If the gene's were pure, the Sage's elder son and his descendants would have had the Rinnegan. This is the reason why the Rinnegan can read more on the Naka Shrine than any version of the sharingan as the Sage wielded Doujutsu being the Rinnegan when he wrote the Naka shrine. Added to the Mythological rudiments of Susano'o, it is rather clear that it may solely be affilated with the Sharingan.
I Say EMS simply because of Mastery. The longer you have the doujutsu it is the more adept you become with it's use. Madara having a full bodied Version 1 susano'o as opposed to any other susano'o user seen thus far is evidence of that. I say EMS as it comprises of the sharingan's 5 stages (1,2,3 tomoe, MS, EMS).
Oh yea I remember those times I had to argue endlessly with Uchiha fanboys about what Kabuto's statement meant.Most do it because they simply don't like what they here/see. Just a few months ago, I continuously debated with people that refused to believe that the secret of Madara's body was the presence of Hashirama (Senju powers). It's to the point where the author must explicitly state every little thing.
But then again, there are still those who argue Izanagi can be used without Senju powers.
The literal meaning of Tengu is "Heaven 天” and “Dog 狗." In Chinese mythology, there is a related creature named Tien Kou (Tiangou 天狗), or "celestial hound." The name is misleading, however, as the crow-like Tengu looks nothing like a dog. One plausible theory is that the Chinese Tien Kou derived its name from a destructive meteor that hit China sometime in the 6th century BC. The tail of the falling body resembled that of a dog, hence the name and its initial association with destructive powers.
Konoha-tengu are associated with Sarutahiko, the ShintÅ god of crossroads, pathways, and overcoming obstacles. The association most likely arises from that god's proboscis like nose. Other works, such as F. Hadland Davis's Myths and Legends of Japan say that the Tengu came from the god Susanoo. Their birdlike characteristics lead to associations with Garuda as well.

It is said that once the storm god Susano-o-No-Mikoto let his raging spirit build up inside him until, like a grotesque Athena, this princess deity burst forth. She had a beastly head with long ears, nose, and fangs, the latter of which were so strong they could easily chew through steel blades, and she could fly for thousands of miles at a go. This ferocious female spirit is considered the ancestor of such creatures as Ama-no-jaku and the tengu.

Yamabushi Tengu (Mountain Monk) 山仏師 天狗.
Over the centuries, the Tengu becomes more human in appearance and takes on a protective role in the affairs of men. The Tengu can transform itself into a man, woman, or child, but its prefered disquise is to appear as a barefooted, wandering, elderly mountain hermit or monk (yamabushi) with an extremely long nose. Both the magical tanuki (badger) and oinari (fox) can also change to human form, and in some Japanese traditions these two creatures are actually considered to be animal manifestations of Tengu.
The Yamabushi Tengu comes in two flavors -- the long-nosed goblin with human face or the beak-nosed goblin with human face.

The Susanoo shown more recently, matches the appearance of the underling Karasu Tengu.
Karasu Tengu (“Crow” Tengu) 烏天狗
The ancient form of the Tengu was the “karasu” or “crow” Tengu. Portrayed as an evil crow-like creature with the body of a man, it was capable of kidnapping adults and children, starting fires, and ripping apart those who willfully damaged the forest, for the Tengu live in trees. Sometimes, too, the Tengu would abduct human beings, only to release them later, but the “lucky” survivor would return home in a state of dementia (called “Tengu Kakushi, meaning “hidden by a Tengu”).

-The "Tengu" of Japanese myth is agreed to have been derived a creature of Chinese myth, called "Tiangou".
-The Tengu are believed to be descendants of a feminine creature created by the storm god Susanoo:
-The Uchiha dojutsu "Susanoo" has features of Tengu; the Yamabushi Tengu and Karasu Tengu.
-The Uchiha stone monument contains images of a pair of clothed beings with large sandals, a fan, wings, beak, and a pair of flames by their sides; a Karasu tengu.
The battle between Madara and the Gokage, was a demonstration of the hidden powers of the Rikudo Sage; i.e. this was a battle meant to depict the two famous halves of the Sage: Senju and Uchiha.

On one side, we had Hashirama's Mokuton power that made living trees, and mentions of his uncanny ability to heal wounds. Body-related Yang powers.
On the other side, we had Madara's power that focuses his destructive powers, such as his fire-style ninjutsu. Yin powers, some ocular.

The Rinnegan for the most part, seemed like a minor inconvenience that reared it's head every once-in-a-while [Absorbing jutsu]. It was never portrayed as the sort of power that made Madara leaps and bounds ahead of his old self, or Hashirama's power. The significant highlights of that battle were the powers of the two strongest shinobi in one man, not the Rinnegan.

This was backed up again in chapter 625, where Madara explains what he found written on the tablet:

The "other interpretation" he mentioned, is having the two powers in one person; becoming the "god" again, as opposed to the powers being represented by two clans. And so he begins making preparations to cast a Sharingan genjutsu over the planet; the "end of the world" as characters put it.
That, in addition the historical link between the god Susanoo and the Chinese Tiangou, make it far more likely that the destructive meteor was indeed Madara's power.

He just wanted to sound dramatic. The font increases that feeling. Deva's pic at the beginning maybe too..Doesn't omnipotent mean that ones power if infinite? If so I don't see how the Rinnegan is omnipotent.
