[Discussion] Dragon is the strongest After Roger

we have no idea how strong kong is , i am certain dragon is of yonkou level , i can see dragon being top five strongest BUT
bounty does not determine strength

bounty is a sum of: past acts against the world government, behaviours (e.g. killing innocent civilians), feats and strength

basically a higher the reward on a bounty the more hostile a man is to the world government

whatever his powers are , they are certainly VERY strong

Ok you guys are taking me the wrong way. I'm trying to say bounty REFLECTS the strength of the person. For example, Ace... the Younkou... Luffy's increase in bounty when ever he got stronger.

World Government (The gorusei , Kong ) = Revolutionaries (Dragon, and other main leaders of his party).

Pirates = Navy/Marines

Yeah I think Dragon could probably beat anyone in a 1 on 1 battle at the moment.

On another note a bounty isn't just based on strength it's based on the threat they possess to the government like how Robin got a 79 million bounty on her at the age of 8.

Those are special occasions.... And they are specifcally stated out. Luffy and Kidd were tied as the strongest at Shabodi island before the time skip.

Ok look at Ace... higher bounty then luffy and the other rookies, and the stronger one.

I'm talking about Pre-set bounties. When we saw Nico Robin for the first time.. she had the power to solo luffy. And she had a higher bounty, but once luffy's bounty increased so did his strength. No matter how bounty is determined in the series... what i'm trying to say is bounty reflects the person's strength.

OBviously, Monkey D Dragon is extremely strong after Roger. But what is the reason behind everyone during the "war of the best" keep calling Whitebeard "strongest man of the world"

Whitebeard had the "strongest" devil fruit. The one that can cause a island to crack, and the Earth to split, and cause Tsunamis.

And the only strong fruit after that i can consider is Dragon's wind fruit.

Uhm, I didn't say bounties didn't go by strength I meant it doesn't purely go by strength as look at demalgo black he had a 26 million bounty while someone like Arlong only had a 20 million.

Another example would be Chopper and Sanji, as Chopper only has a 50 beli bounty and he's stronger than the likes of Nami and Usopp who have a 16 million and 30 million bounty.

Even though Sanji has a 77 million beli if it was purely based on strength Sanji's bounty would be a bit higher don't you think.

Also with Ace having a higher bounty you have to remember Luffy was given his 400 million before the time skip and the Marines haven't updated it since so if going by strength alone Luffy's bounty should be far higher than 400 million.

Bounty Issuing

A bounty reflects both the threat and power of an individual. Engaging in activities deemed criminal by the World Government or associating with groups which engage in them is enough to warrant significant bounties even if the criminal is not powerful themselves. In particular, direct opposition to the World Government, no matter the reason, is treated as a serious offense, and bounties are issued accordingly.
A bounty can be increased for several reasons:

The threat of a person's observed combat abilities (as stated by Aokiji);[2]
More experienced bounty hunters volunteering to capture the individual or group (like the Accino Family, non-canonically, trying to catch the entire Straw Hat Crew);
Further criminal acts beyond the initial one;
Inspiring criminal acts when provoked or inciting others to act 'criminally' (for example, Whitebeard destroying Marine ships that followed his fleet for reconnaissance and Dragon leading his organization to topple countries allied with the World Government).
