Ok you guys are taking me the wrong way. I'm trying to say bounty REFLECTS the strength of the person. For example, Ace... the Younkou... Luffy's increase in bounty when ever he got stronger.we have no idea how strong kong is , i am certain dragon is of yonkou level , i can see dragon being top five strongest BUT
bounty does not determine strength
bounty is a sum of: past acts against the world government, behaviours (e.g. killing innocent civilians), feats and strength
basically a higher the reward on a bounty the more hostile a man is to the world government
whatever his powers are , they are certainly VERY strong
World Government (The gorusei , Kong ) = Revolutionaries (Dragon, and other main leaders of his party).
Pirates = Navy/Marines

Those are special occasions.... And they are specifcally stated out. Luffy and Kidd were tied as the strongest at Shabodi island before the time skip.Yeah I think Dragon could probably beat anyone in a 1 on 1 battle at the moment.
On another note a bounty isn't just based on strength it's based on the threat they possess to the government like how Robin got a 79 million bounty on her at the age of 8.
Ok look at Ace... higher bounty then luffy and the other rookies, and the stronger one.
I'm talking about Pre-set bounties. When we saw Nico Robin for the first time.. she had the power to solo luffy. And she had a higher bounty, but once luffy's bounty increased so did his strength. No matter how bounty is determined in the series... what i'm trying to say is bounty reflects the person's strength.
Whitebeard had the "strongest" devil fruit. The one that can cause a island to crack, and the Earth to split, and cause Tsunamis.OBviously, Monkey D Dragon is extremely strong after Roger. But what is the reason behind everyone during the "war of the best" keep calling Whitebeard "strongest man of the world"
And the only strong fruit after that i can consider is Dragon's wind fruit.
