1) Goku and Vegeta (as Vegeta become stronger than Goku in Black arc through hyperbolic time chamber training which makes him equal to kiokenssb goku
2)Android 17 (Can easily keep up with ssb goku but not stronger than kiokenssb)
3)Gohan(Can keep up with ssb goku but eventually get defeated at some point )
4) Frieza ( as strong as ssb goku in terms of power but he can't handle that power for long it just gets decreasing which gives him 4th position)
5)Piccolo (Can defeat ss2 gohan with ease and hardly keep up with ultimate gohan)
6) Android 18 (Stronger than a super sayin)
7)Krillin (Close to 18 in terms of power but can hold himself against goku with strategy)
8)Master Roshi (Can keep up with base Goku )
9)Tien (Not worthy to be on team after episode 90 of dBs but stronger than Yamcha)

No matter how much stronger you get, 17 shouldn't even be close to mystic gohan needless to say ss god and ss blue who can only be traced by god ki individuals, that also includes goku is holding back by a lot.
As for vegeta he isn't stronger than goku. He just used what goku used against Hit to beat up goku black. I think he caught up.

Vegeta is weaker than goku, his ssb is NOT at the level of kaioken ssb by far, that was never stated anywhere. Gohan is definitely stronger than Android 17. Otherwise decent list

I agree roughly with the list but not with all the reasons.
Reasons:
01.Goku/Vegeta.
02.Vegeta/Goku.
Vegeta in just ssjblue has a lower power lvl than Goku ssjbluekaioken.
However I expect Vegeta to show something new to keep Goku and Vegeta around equal.
In the manga Vegeta shows something different than in the anime so far.
In the manga Vegeta is able to go ssjgod too (red form) and after heavy training, he can swap to blue when needed like for example when attacking and than go back to red for efficiency.
He has learned this swapping control in the room of spirit and time, while Goku was training at Roshi's to do the Mafuba (evil containment wave).
This way Vegeta has the endurance of red and the power and speed of blue.
In the manga Vegeta seems to be the endurance one and Goku the heavy power one.
I expect Vegeta to get something to keep him equal in such a way in the anime too, as they are suppose to be rivals.
03.Android #17/Gohan.
While Android #17 is holding back some, can keep up with a ssjblue Goku who is also holding back.
I doubt that Android #17 is equal to a fully powered ssjblue goku though (and therefore also not equal to a fully powered ssjblue Vegeta).
Certainly can not keep up when Goku does kaioken in addition to blue.
04.Gohan/Android #17.
Difficult to tell as it was for a short duration, Gohan got hits in on ssjblue Goku, so he can at least manage some vs ssjblue Goku. He was shouting for Goku to go full strength, which may mean that Goku was using a lot of his ssjblue power vs Gohan.
Android #17 looked like he could manage more solid vs ssjblue Goku, although its difficult to tell.
Android #17 has the benifit that he cant be sensed and especially that he doesnt lose stamina.
05.Frieza.
Agree. Although was as strong (a tad more) as ssjblue Goku BACK THAN (people have gotten stronger meanwhile) and Frieza is now falling behind a bit due to being in hell hanging in that tree.
He will likely still have the heavy stamina power decrease over short time in the gold form, as he hasnt managed to train to control it better and the tournament is about to start in a few hours. That is still quite an existing weakness of the form indeed.
06.Piccolo.
Agree.
He is quite a boss being right after saiyans, Frieza and the android (#17) with the most potential who kept training.
Won very confidently vs Gohan ssj2 even.
Won vs Mystic Gohan but only due to Gohan thinking to soon that the battle was over.
Therefore losing to a energy blast from behind from the cut of arm of Piccolo.
Mystic Gohan had the upper hand otherwise and Gohan has shed weaknesses like his arrogance and thinking the battle is over when its not yet the case.
07.Android #18.
As shown in dragonball super still stronger than Krillin.
08.Krillin.
Forced Goku into going ssj.
09.Roshi.
Agree.
Was holding his own vs base Goku and apparently has been hiding his full power and has been training in secret.
Roshi was very strong in dragonball and if he hid his full power for a while and kept up his training in secret, than it isnt weird that he is at this spot. Even while being a human.
10.Tien.
Could hold his own the least as shown in latest episode. Being heavily affected by a punch in the gut from base Gohan.
Has techniques like Tribeam who can amplify the power of his energy blast a lot more than Kamehameha can though.
Making his attack rise significantly above his base power by such a method.
However his power without such amplifications, seems to be the lowest out of the 10.
