Its been leaked that the episode:

91 is called "The mightiest warriors assemble"
92 is called "All the members aren't here?"

and 93 is called "You are the 10th warrior! Goku goes to Frieza"


Toyotaro, the one responsible for the manga said: “Do not believe in the Definite members of the upcoming Tournament of Power. Even if they have already been unveiled!

If the leaks are true, it seems judging from Episode 92 title that someone wont be able to assemble with the others, thus Goku somehow getting Frieza to join the team under certain requirements made by probably Beerus

Freeza does not ever need to be revived again for the love of God lol. But it would make sense seeing as he is really the only person from the universe besides Goku, Vegeta, and Gohan who aren't total scrubs.
