Yeah I think they get female broly but the numbers still don't add up. In the manga Goku was stronger and threw the match but in the anime they made it seem like there is a struggle. There are still 4 more saiyans that are stronger than the 6th universe warriors bar Hit.
So what level is the 6th universe then?

Average mortal lvl is over from that whole particular universe right?

Not just the average mortal lvl of the team.

Meaning the universe with the lowest average mortal lvl could still have the strongest fighters in the team
and the highest average mortal team lvl so to speak.
Thats also how universes can still have a chance in the tournament, because average mortal lvl of your universe doesnt say everything about your team.
It would just mean that there are a lot of low lvl beings in that universe that make the average mortal lvl of your universe drop extremely.

Universe 6 still has a planet full of saiyans.
That probably does good for the uni6 average mortal lvl.
That universe might have overall (all universe 6 inhabitants combined, from all planets, not only the fighters we know) a higher average mortal lvl than uni7.
Probably not a massive difference with uni7 though, as they are twin universes.
Also the universes that are exempt from entering were all twin universes, so twin universes are probably not that different in their average mortal lvl. Uni 1 and 12 and uni 5 and 8 (both twins) had a lvl over 7.

The universe with the highest average mortal lvl would not necessarily have the strongest fighter.
In that case they will have lot of strong ones to keep the average high though.
