And Goku and Vegeta dealt with everyone aside from Hit in the Universe 6 tournament fairly easily too, so I do wonder if there are fighters beyond even Hit's power there and we just so happen to not know about them. I mean, some new people will be introduced with them having ten competitors...I don't get how the 7th universe is the second to weakest which is after the 9th but they beat the 6th universe in their previous match.
I think its cumulative of the entire universes. On earth 7 aside from the 5 sayians and beerus whos anywhere close to planetary level power? Where as with universe 6 there could be more fighters. I doubt it's based on strength. Why would Kaioshin and Beerus be blaming each other then? They have no control over how strong the mortals in the universe make themselves. Also, Zamasu, Gowasu, Shin, and Kibito were all surprised that that there were mortals stronger than the Kaioshin, which I doubt would be the case of they were supposed to make sure that the mortals in their universes have enough physical strength.Oh, well thought. Actually it finally gave a meaning to being a God of Destruction.They were responsible for destroying planets and keeping the mortal level up but Beerus was just sleeping and not doing his job while Shin was just too laid back . It also explains why Universe 9 was even lower than Universe 7 as the god of destruction seemed unsure of himself.Oh, god....

Yeah I think they get female broly but the numbers still don't add up. In the manga Goku was stronger and threw the match but in the anime they made it seem like there is a struggle.
