There is no 24th page of ch.700, and even if it was called a side story somewhere, this doesn't change the fact that it's not written by Kishimoto, has the same standing as the other character novels (Sakura, Shikamaru) and is therefore not canon. True, Sasuke's best feat is great dragon fire which is big, but nowhere near madara's level or even edo hiruzen's level:

Sasuke's lighting techs are skillful for sure. But I've always been impressed with the Raikage's use of lighting style, plus the hidden cloud in general (Gale style, laser beam circus etc.). Lighting armor, and hell stab (which is a chidori & rakari variant) it's quite impressive that the Raikage utilized his speed without sharingan using that technique. 3rd and 4th Raikage in general showed much skill in lighting, using it as a Speed, defense, and attack buff.

Okay. But even if you're specifically talking about Katon, you can't simply state Sasuke's Katon to be inferior to Madara's for 3 straightforward reasons:

1. Sasuke hasn't shown enough Katon feats, so we can't determine his power and skills/versatility with Katon.
2. Whenever Sasuke used Katon, he used a different jutsu compared to Madara (at same power level) which makes a comparison between their respective shown feats impossible.
3. Sasuke always resorts to Ration for his bigger and stronger attacks, so that overshadows his Katon power and capabilities.

IMO, Sasuke's Katon > Non-JJ Madara's Katon in power (based on assumption about their respective chakra potency). But Madara's skill and versatility with Katon outweighs Sasuke's by a significant margin.

Therefore, Sasuke is the stronger Katon user. Madara is the better Katon user. But if we're talking about JJ Madara, then Madara parallels or excels in both departments. Sasuke only gets the lead with Enton.

Yeah, definitely. The 3rd and 4th Raikage specifically have shown a very impressive usage with Lightning. New and versatile uses. But you can't still put them above a person who has tamed Lightning.

Not denying anything, Sasuke is the strongest lighting user around and very skilled. Kirin has said to be Sasukes most destructive lighting technique, but most of the time it's not practical in battle and only been shown once. 3rd Raikage was a master at black lighting, and other variations. His lighting armor was so dense he tanked a RS, an affinity he is weak to. Itachi being 95% dead tanked Kirin. Hell Stab (which comes equipped with lighting armor), appears to have alot of speed, destructive force and overall unstoppable, not to mention the 3rd Raikage doesn't have dojutsu, he was able to tame his speed and tunnel vision without Sharingan while using lighting style, not being from a special bloodline clan and all. To me, all of this makes them just as skilled as Sasuke, but not above.

Sasuke was already one of the best Shinobi in history at the start of Part 2, & as i said before, he, on his own, developed what was said to be thr ultimate Lightning Jutsu, this has nothing to do with external powersources.

Really? If Kakashi can do it, so can Sasuke. But Masashi restricted Sasuke from utilizing his powers to his full advantage the whole story.

Kakashi, a non-Uchiha, managed to copy over 1000 jutsu. Obviously Sasuke could aswell. The thought of that probably never even crossed your mind.
