Kabuto was basically every Uchiha's nightmare.

• Immune to Genjutsu
• Power Water Techniques
• The ability to disable Susanoo
• The agility to evade a high-speed Susanoo Arrow

The only Uchiha techniques capable of stopping him is

• Kamui
• Totsuka Blade, if he got hit by it.
• Kotoamatsukami
• Izanagi
• Izanami, which Itachi had to take advantage of his undead body to pull off.

So many people say that Sasuke & Itachi was holding back on Kabuto. Kabuto was also doing the same. Kabuto just wanted Itachi back in his army, and the whole reason Kabuto participated in the war was to obtain Sasuke.

Kabuto could have defeated either one of them 1 vs 1, especially Living Itachi.

Kabuto stole all of his powers, he even said that in different words himself and without them stolen powers he would be fodder again so, Itachi > Kabuto. Also I think the only reason Itachi even got put in a genjutsu was to show the Uchiha brothers team work, team work when breaking from genjutsu then when doing the bow thing against Kabuto (with the flashback when they was catching the pig thing)
