Tsunade is also the Kage who had to deal with the most powerful enemy to ever attack the Leaf. Pain had the Rinnegan. When Madara was attacking the leaf, he only had the Eternal Mangekyo Sharingan. Any Kage would have failed.

HOLD ON. People hating on the man for not being able to save the Uchiha clan and kill off Orochimaru?

Hashirama failed to kill Madara and now they fighting a 2014 version.

Tobirama made it to where people can be brought back to freaking life. Those two mistakes right there is what lead to the downfall of the 3rd kage. Orochimaru would have been tamed if those two edo's were not placed there.

They messed up much more then Hiruzen and they live half as long as he did. He kept the peace in the village. Allowing the Uchiha clan to defeated only resulted with Sasuke going emo for a few years but not a huge threat unlike the other two kages had left behind.

All the kages made their mistakes but Hiruzen did the least amount of mess ups when it came down to the first 3.
