But they have a higher authority than the Gorosei because they can order both marines the world government and Cipher Pol.

I think we are taking it in a wrong way since doflamingo had that conversation with a WG person regarding moriah's death.
WG told that navy is just a surface of them. And Gorosei are the highest authority people present in the world.
Even world govt. is an organisation where they have a different post like navy has where the head is fleet admiral, then come admiral then vice admiral and so on and on.

Lets consider it in this way:
Five elder stars-top spot in the ladder
then some random person(rp)(not shown in the manga or probably oda will never show it.)-one level below
Person who had a convo. with doffy after the war regarding moriahs death-one more level below.
rp- more level below or probably order or convey imp. message of WG to navy.

Tenrubitos can order navy,cipher pol and WG(only upto the person who holds the position just below the toppest one or convey their maessage to gorosei but can't order them).

Last chapter seemed like the Gorosei didn't have the highest authority, that's what it looked like to me.
