No, Kaido may be a beast in every sense of the word but i don't see Doflamingo being much weaker then Kaido himself.
Also, if i was Doflamingo, i would ignore Law's terms and just hunt him down, he can reach them if he just reach Punk Hazard and follow them from there but Law thought ahead of that possibility and cut the Sky Path lol, he's too baws.

maybe not much weaker, but still weaker. we learned that Kaidou can wipe the floor with Joker any time.. that's the point..
