Well my guess of three was almost there. And you can't count a bigger version of the same thing either. Pumping more chakra into something doesn't change the jutsu, just the scale.

I think Sasuke is around 17 now, I mean it has been quite a while since the beginning of shippuden, but yes he probably has the most elements for his age group. But there are other people who have shown more elemental jutsus. Kakashi, Mei, Kurotsuchi (spelling?), Onoki, Kakuzu, and Itachi has shown multiple water jutsus as well as fire.

I know that you are counting in the same jutsu twice just because it is bigger. I mean in the list for Sasuke they have the same jutsu listed mulitple times, just with the word great in front of it. Same jutsu +more chakra does not= a different jutsu.
