There kurama says to hachibi that he should be the second strongest If they were to go by tails. Note: The tails does increase their raw power/ strength but there are other factors as well which determines the strongest of them i.g skills, intellectual, speed etc

The tails actually matter since they represent chakra/stamina and can be used as weapons or shields but it is possible for a bijuu with less tails(chakra) defeat a bijuu with more tails just as strength of a shinobi doesn't depend on the amount of chakra reserves but the skills to make excellent strategies and wield formidable jutsu.
