and Naruto has no political authority, at all, and Sasuke is branded as an INTERNATIONAL CRIMINAL

But sasuke is important personality as last survivor of uchiha clan.
And his power is also recognized at international level like his crimes,so I guess they would try to bring him to their side because of his unique uchiha powers

Here's the list of crimes he had commited:

- Boycotting his village.
- Orochimaru's conspirator and a long-time follower
- Battery and Assault (Kage summit, Team 7)
- Violently attempted robbery (Hachibi)
- Mass manslaughter (Dozens of noble Samurais during Kage summit, all of which had families and friends)
- Aiding criminals in escape from their confinement (Okay, this is a bit of a stretch but Juugo is a total antisocial psycho)
- Assassination of a prominent political figure (Danzou)

Lets run through the accidental good he did:

Assisted in killing Haku, Assisted in konoha invasion, Killed Itachi = a mass murder, facilitated death of diedara = kidnapper of kazekage, Killed Danzo = Conspirator against hokage with orochimaru and he also assisted terrorist plots due to his neglect (Pain), He killed original zetsu and a couple more, He assisted in the release of Edo tensei = saving countless more lives, Facilitated revival of previous hokage= they might win this war for good. His character is more complex than you make it seem and in total hes done more good than bad in his life

Exluded : he killed Ororchimaru = Terrorist/hokage killer/grave robber/baby killer

All of that is coincidental and he actually didn't care about releasing edo tensei, it was all Itachi's doing, he killed an hokage candidate regardless of if said candidate was an asshole, and about the former Hokage, he originally just wanted them to answer his questions anyways.

And even if he has done some good, just because he has started using his brain it doesn't automatically negate all the crimes he has comitted, he's guilty of them all and should face the consecuences.
