Good question..I think Minato could be able to. The next question would be, can Obito use Izanagi against RDS??
Yep i think that as long as Obito doesn't use his Space/Time Ninjutsu (if you could somehow catch him off guard or use a diversion) or by using Kakashi's Kamui, then RDS could be a feasible way to take Obito down. His spirit would still be vulnerable while he is tangible i think. Just my opinionPlease read before posting!

One thing is you are comparing Minato's RDS to Hiruzen's comparitivley the latter is far weaker. While the reaper does the work the users ability determins the extent of the seal for instance minato couldnt handle all of the kyuubi's chakra so not all of it was sealed. Minato as the creater of the jutsu could use it much faster also the real question is can tobi see it coming? PS in minato's battle he wasnt touching the kyuubi.The death god would be able to pull Tobi's soul wherever it would be the question relies on Minato's ability to grab Tobi for a long enough period until the death god hands reach Tobi's soul. Minato was able to land a blow in Obito, but that and grab Obito for long period of time are two completely different situations.
Death God seal is not an instant move apparently the God is rather indifferent if the technique works or not. The God wasn't pulling much hard when Sarutobi used it and Orochimaru managed to escape fairly good apart from his arms. The technique was broken in the moment Sarutobi lost grip of Orochimaru. So that leads to conclude that despite being a soul binding seal it needs a physical component that stretches for quite a while and therefore it would probably not work against Obito that would simply go intagible and escape with a minor soul/chakra loss.
The same argument would be made about other spiritual sealing techniques such as the Totsuka Sword. The sword needs to pierce and not to cut, and that is most likely because in order to seal the body must remain in contact with the blade. That's why Orochimaru's soul was able not to be completely sealed, because he severed a part of himself from the body that had been pierced, be it either the snake that fled or the Curse Marks he gave to his underlings. So we can extrapolate that Obito would be able to avoid being sealed by cutting the physical connection with the blade via intangibility.
At the end of the day Orochimaru saves Obito from being sealed by any means we know of.

RDS is only visible to those who are making contract with it. Yondaime Minato has the ability to use this jutsu without having to have physical contact. The reach of minato's RDS is longer, the speed is faster and it's stronger. It took a lot of naruto to get the nine tail demon fox chakra out. It took a lot of third hokage to try to get oro's soul out from close range. It took seconds for minato to take HALF of the nine tail demon fox chakra.
RDS nullifies the opponent's abilities. only half of oro's soul was out of his body and he barely had control over his fingers. It would be extremely impossible to protect against RDS, if you can't see it and don't know about it. By the time obito notice RDS his soul will already be out.
Third's hokage's RDS wouldn't work against obito but minato's RDS would.

Well, practically your whole thread bases on the question: Is the soul attached to the body of Tobi? and that my friend is a philosophycal question. I could answer it by making use of what Descartes said. According to him, the soul can exist without the body so maybe Tobi's body isn't there, but his soul is there. Well, that's what I learnt (could be wrong I'm not good enough in that subject). Regardless, I think Minato could seal Tobi.
