Its called transmigration it's a RIKUDOU FEAT. Kakashi could use Susanoo because unlike Obito he didn't have the Juubi's power blocking MS abilities. P'S was unlocked because Obito is also a descendant of Indra like every Uchiha

He's not assuming, it's called using logic. Madara and Sasuke both had wings, the wings are a sign of complete Susanoo that only Indra's transmigrants can achieve or people with Rikudou chakra, which he had.

Having wings doesn't meant they can fly because Rikudo chakra is responsible for that hence why EMS Sasuke and Madara couldn't.

Furthermore, Indra is a sky god in Hindu mythology, Kishi made Susanoo fly to emphasize on the reference.
